The Coalition for Atonement & Repair (CAR) is an Annapolis-based movement that includes, but is not limited to, former residents of the Old Fourth Ward, their descendants, current residents, former business owners, and community advocates seeking atonement and repair for harms caused by governmental action under the "Color of Law."

CAR is partnering with the Capitol Accountability Project (CAP) who is providing facilitation and strategic support in our organizing efforts. This partnership ensures CAR is part of the national movement advocating for community-based transformative policies.
CAR is leading and organizing a grassroots movement, which begins with families from the Annapolis area who were harmed by discriminatory and biased-based urban renewal policies and processes carried out or sanctioned by local City, County, and State governments.

CAR is leading and organizing a grassroots movement, which begins with families from the Annapolis area who were harmed by discriminatory and biased-based urban renewal policies and processes carried out or sanctioned by local City, County, and State governments.
Our objective is to connect with families most impacted by urban renewal, analyze the effects of harms/trauma caused by intentional or “de jure” segregation and develop an atonement and repair model to address the lingering impact of this type of government-sanctioned inequity. We are investigating creative ideas for remedy, repair, and engagement with the larger community to redress these injustices.
Reparative action is long overdue for the families affected by eminent domain, urban renewal, redlining, discriminatory covenants, and other actions taken under the “Color of Law” – all of which were determined by the Federal government to be a violation of their human rights.

Today, the enduring impacts of these deplorable actions continue in Annapolis as exemplified by substandard housing, unsafe communities, and persistent inequities faced by the descendants of the Negro Freedmen, now known as African Americans. Obvious disparities continue in housing, education, employment, wealth, and health.
Direct repair is a critical part of the solution for these disparities
because it will lead to
healing for all.
